まずはシンプルな問いかけから始めます どうしてお金のない人は 思慮のない選択ばかりするのでしょう？ I'd like to start/ with a simple question:/ Why do the poor make/ so many poor decisions?//
酷な問いですよね でも データに表れています I know/ it's a harsh question,/ but take a look/ at the data.//
貧乏な人ほど 借金が多く 貯金は少なく 喫煙者が多く 運動する人は少なく 酒飲みは多く 食習慣も不健康です The poor borrow more,/ save less,/ smoke more,/ exercise less,/ drink more/ and eat less healthfully.//
なぜでしょうか？ Why?//
世間一般が考える答えを サッチャー元イギリス首相が 端的に表現しました Well,/ the standard explanation was once summed up/ by the British Prime Minister,/ Margaret Thatcher.//
「貧困は性格上の欠陥だ」と言ったのです And she called poverty "a personality defect."//
（笑） (Laughter)/
つまり 人格の欠如であるのだと A lack of character,/ basically.//
皆さんはまず ここまで あからさまな物言いはしないでしょう Now,/ I'm sure not many of you would be so blunt.//
しかし 貧困者には何か おかしいところがあると考えるのは サッチャーだけではありません But the idea/ that there's something wrong/ with the poor/ themselves is not restricted to Mrs. Thatcher.//
貧乏なのは自業自得だという 意見を持つ人もいるでしょう 自ら招いた結果だと Some of you may believe/ that the poor should be held responsible/ for their own mistakes.//
他には 選択を間違えないように 助けてやるべきだと言う人もいるでしょう And others may argue/ that we should help them/ to make better decisions.//
どっちの考え方も 根底にある仮説は同じです 「本人に何か おかしいところがあるのだ」 But the underlying assumption is the same:/ there's something wrong/ with them.//
「変えてやることさえできれば」 「生き方を教えてさえやれたら」 「本人に聞く耳さえあれば」 If we could just change them,/ if we could just teach them/ how to live their lives,/ if they would only listen.//
正直に言うと 私自身 ずっとそう考えていたのです And to be honest,/ this was/ what I thought for a long time.//
それは違うと気づいたのは ほんの数年前です 貧困についての私の考えは すべて間違いだったのだと It was only a few years ago/ that I discovered/ that everything/ I thought I knew about poverty was wrong.//
事の始まりは たまたま アメリカの心理学者数人による 論文を発見したことでした It all started/ when I accidentally stumbled upon a paper/ by a few American psychologists.//
約１万３千キロも旅して インドで実施した ― 非常に興味深い調査についてのものです They had traveled 8,000 miles,/ all the way/ to India,/ for a fascinating study.//
調査対象は サトウキビ農家でした And it was an experiment/ with sugarcane farmers.//
なんと実は サトウキビ農家では １年の収入の60%を 一回で一度に回収するのです 収穫の直後にです You should know/ that these farmers collect about 60 percent of their annual income all at once,/ right/ after the harvest.//
つまり 一年の中で 比較的 貧乏な時期と 裕福な時期とがあるのです This means/ that they're relatively poor one part of the year/ and rich the other.//
研究チームは農家の人々に知能テストを 収穫の前と後に受けてもらいました The researchers asked them/ to do an IQ test/ before and after the harvest.//
そうして明らかになった事実に 私は度肝を抜かれました What they subsequently discovered completely blew my mind.//
収穫前の成績は収穫後よりも ずっと低かったのです The farmers scored much worse/ on the test/ before the harvest.//
貧困生活の影響は 知能指数が14下がるのと 同じことであると判明しました The effects of living in poverty,/ it turns out,/ correspond to losing 14 points of IQ.//
分かりやすく言えば 一晩徹夜した後の状態や アルコール依存のようなものです Now,/ to give you/ an idea,/ that's comparable/ to losing a night's sleep or the effects of alcoholism.//
数ヶ月後 私は エルダー・シャフィアという この研究の著者の一人である プリンストン大学の教授が 私の住むオランダに来訪すると聞き A few months later,/ I heard/ that Eldar Shafir,/ a professor/ at Princeton University and one of the authors of this study,/ was coming over to Holland,/ where I live.//
アムステルダムで会って 貧困について教授が提唱する 革新的な説について話を聞きました So/ we met up/ in Amsterdam/ to talk about his revolutionary new theory of poverty.//
一言で言えば 貧困とは 「欠乏の心理」なのです And I can sum it up/ in just two words:/ scarcity mentality.//
なんと 人は不足を認識したとき 行動が変わるのだそうです It turns out/ that people behave differently/ when they perceive a thing/ to be scarce.//
何が不足しているかは 関係ありません 時間 お金 食べ物など どれでも同じです And what that thing is doesn't much matter --/ whether it's not enough time,/ money/ or food.//
皆さん誰もが経験しているはず やることが多すぎるとか 昼休みを遅らせたせいで 血糖値がガクッと落ちたときとか You/ all know this feeling,/ when you've got too much/ to do,/ or when you've put off/ breaking for lunch/ and your blood sugar takes a dive.//
目の前の不足以外のものは 見えなくなってしまいます 例えば 今すぐ食べたいサンドイッチ ５分後に迫る会議 明日払わなければいけない 請求書などです This narrows your focus/ to your immediate lack --/ to the sandwich/ you've got to have now,/ the meeting/ that's starting in five minutes/ or the bills/ that have to be paid tomorrow.//
こうなると 先を見て考える力が 麻痺してしまいます So/ the long-term perspective goes out/ the window.//
新しいパソコンで重いプログラムを 同時に10個 作動させるようなものです You could compare it/ to a new computer/ that's running 10 heavy programs/ at once.//
動作がどんどん遅くなり エラーを連発し It gets slower and slower,/ making errors.//
最後には固まります パソコン自体がダメなのではなく 同時にやることが多すぎるのです Eventually,/ it freezes --/ not/ because it's a bad computer,/ but/ because it has too much/ to do at once.//
貧乏な人は同じ問題を抱えています The poor have the same problem.//
その人が愚かだから 愚かな選択をしているのではなく どんな人であっても 愚かな選択をしてしまうような 状況に置かれているからです They're not making/ dumb decisions/ because they are dumb,/ but/ because they're living/ in a context/ in which anyone would make dumb decisions.//
私は急に腑に落ちました 貧困対策プログラムが うまくいかない理由はこれだったのです So suddenly/ I understood/ why so many of our anti-poverty programs don't work.//
例えば 教育に資金を投入しても 全く効果がないというケースはザラです Investments/ in education,/ for example,/ are often completely ineffective.//
貧困とは 知識の欠如ではないのです Poverty is not a lack of knowledge.//
金銭管理講座の有効性を調べた近年の研究 201件を検討したところ 有効性は ほぼゼロであるという 結論が出ました A recent analysis of 201 studies/ on the effectiveness of money-management training came to the conclusion/ that it has almost no effect/ at all.//
ただし 誤解しないでください 貧乏な人は何も学ばないという 意味ではありません 苦労することで賢くなるのは 間違いありません Now,/ don't get me wrong --/ this is not to say the poor don't learn anything --/ they can come out/ wiser/ for sure.//
しかし それでは不十分なのです But it's not enough.//
シャフィア教授には こう言われました 「誰かに水泳を教えようとして 最初から荒海に放り込むようなものだ」 Or/ as Professor Shafir told me,/ "It's like teaching someone/ to swim/ and then/ throwing them/ in a stormy sea."//
私自身 それを聞いて 困惑しました I still remember sitting/ there,/ perplexed.//
何十年にも前に 出せていた結論じゃないかと思いました And it struck me/ that we could have figured this all out/ decades/ ago.//
農家の研究をした心理学者たちは 複雑な脳スキャンなんか必要とせず 労働者の知能指数を測っただけです 知能テストが発明されたのは 百年以上も前の話です I mean,/ these psychologists didn't need any complicated brain scans;/ they only had to measure/ the farmer's IQ,/ and IQ tests were invented more than 100 years ago.//
実は 貧困者の心理学について 前にも読んだことがあったのでした Actually,/ I realized/ I had read about the psychology of poverty before.//
世界最高の作家の一人である ジョージ・オーウェルは 1920年代に自ら 貧困を経験しました George Orwell,/one of the greatest writers/ who ever lived,/ experienced poverty firsthand/ in the 1920s.//
オーウェルは 「貧困の本質とは 未来を握りつぶすものである」 と書きました The essence of poverty,/
自身の驚きから このようにも書いています 「収入が一定水準以下の人を見るやいなや 説教だの祈りだのを 当然の権利のように始める人が いかに多いことか」 And he marveled at,/ quote,/ "How people take it/ for granted they have the right/ to preach at you/ and pray over you as soon/ as your income falls below a certain level."//
現代にも非常に よく当てはまる言葉です Now,/ those words are every bit/ as resonant today.//
もちろん 誰もが同じことを思うはず 「何をすればいいのか？」 The big question is,/ of course:/ What can be done?//
現代の経済学者たちは いくつか対策を提唱しています Modern economists have a few solutions up/ their sleeves.//
事務処理を支援したり 公共料金を払い忘れないよう 携帯にメールしたりなどです We could help the poor/ with their paperwork/ or send them/ a text message/ to remind them/ to pay their bills.//
現代の政治家が 非常に好む解決策です たいていの理由は 非常に安上がりだからです This type of solution is hugely popular/ with modern politicians,/ mostly/ because,/ well,/ they cost next/ to nothing.//
このような解決策は まさに 現代を象徴していると思います 対症療法ばかりで 根本の原因には目を向けません These solutions are,/ I think,/ a symbol of this era/ in which we so often treat the symptoms,/ but ignore the underlying cause.//
そこで こう思いました 貧困者の境遇自体を 変えてしまえばいいのでは？ So I wonder:/ Why don't we just change the context/ in which the poor live?//
またパソコンの例えになりますが ソフトウェアをいじるのはやめて メモリを増設すれば 簡単に解決できるのではないか？ Or,/ going back/ to our computer analogy:/ Why keep tinkering around/ with the software/ when we can easily solve the problem/ by installing some extra memory instead?//
すると シャフィア教授は ポカンとした顔になり At that point,/ Professor Shafir responded with a blank look.//
数秒して こう言いました 「ああ 分かった And/ after a few seconds,/ he said,/ "Oh,/ I get it.//
単純に 貧困者にお金を配れば 貧困を撲滅できると そう言いたいわけだね You mean/ you want to just hand out/ more money/ to the poor/ to eradicate poverty.//
まあ…そうなれば最高だけど Uh,/ sure,/ that'd be great.//
そういう いかにも左翼的な政策は アムスルダムでは通用しても アメリカには存在しないんだ」 But I'm afraid/ that brand of left-wing politics/ you've got in Amsterdam --/ it doesn't exist in the States."//
でも これって本当に 社会主義的な古臭い考えなのでしょうか？ But is this really/ an old-fashioned, leftist idea?//
ここで私が思い出したのは 歴史を代表する思想家たちが 提唱してきた案でした I remembered reading/ about an old plan --/ something/ that has been proposed by some of history's leading thinkers.//
哲学者トマス・モアの『ユートピア』に この考え方の兆候が見られます ５百年以上も前の本です The philosopher Thomas More first hinted at it/ in his book,/ "Utopia,/"/ more than 500 years ago.//
モアの理論の支持者は 左派から右派まで幅広く 市民権運動家 マーティン・ルーサー・キングも 経済学者 ミルトン・フリードマンもそうです And its proponents have spanned the spectrum/ from the left/ to the right,/ from the civil rights campaigner,/ Martin Luther King,/ to the economist Milton Friedman.//
それは とてつもなく単純な考えで 「基礎所得保障」というものです And it's an incredibly simple idea:/ basic income guarantee.//
その内容は What it is?//
まぁ 簡単です Well,/ that's easy.//
食料 寝る場所 教育など 最低限度の生活に 必要な所得を毎月給付します It's a monthly grant,/ enough to pay for your basic needs:/ food,/ shelter,/ education.//
完全な無条件給付なので 受給するために 何をしなければならないとか その金で何をしなければならないなど 誰にも言われません It's completely unconditional,/ so no one's going to tell/ you/ what you have to do/ for it,/ and no one's going to tell/ you/ what you have to do/ with it.//
基礎所得保障とは 恩ではなく 権利なのです The basic income is not a favor,/ but a right.//
また 不名誉なことでも 何でもありません There's absolutely no stigma attached.//
貧困の本質について 知っていくうちに こんな疑問が頭を離れなくなりました 「これが人類が待望していた 解決策なのだろうか So/ as I learned about the true nature of poverty,/ I couldn't stop wondering:/ Is this the idea/ we've all been waiting for?//
本当に そんな単純なことなのだろうか」 Could it really be/ that simple?//
それからの３年間 基礎所得保障について あらゆる文献を読みました And in the three years/ that followed,/ I read everything/ I could find about basic income.//
世界中で行われた 何十もの実験について調べ まもなく ある街での事例に 行き当たりました そこでは実際に 貧困ゼロを達成しました I researched the dozens of experiments/ that have been conducted all/ over the globe,/ and it didn't take long/ before I stumbled upon a story of a town/ that had done it --/ had actually eradicated poverty.//
しかし その後 But then ...//
ほぼ完全に忘れられていました nearly everyone forgot about it.//
発端はカナダの ドーファンという街です This story starts in Dauphin,/ Canada.//
1974年 この小さな街では 誰もが基礎所得を保障されていました 貧困線以下で生活する人を なくすという目的です In 1974,/ everybody/ in this small town was guaranteed a basic income,/ ensuring/ that no one fell below the poverty line.//
この実験が始まった当初 多くの研究者が押しかけました At the start of the experiment,/ an army of researchers descended on the town.//
４年間は 全てが順調でした For four years,/ all went well.//
しかし その後 カナダに新政権が誕生して 新内閣は この金のかかる実験には ほぼ意味がないと考えました But then/ a new government was voted into power,/ and the new Canadian cabinet saw little point/ to the expensive experiment.//
そして 結果を分析する予算は 残されていないことが明らかになり 研究資料は２千以上の箱に分けて しまい込まれました So/ when it became clear/ there was no money left to analyze/ the results,/ the researchers decided to pack/ their files away/ in some 2,000 boxes.//
それから25年が経ち エヴリン・フォジェイという カナダ人教授が 記録を掘り起こしました Twenty-five years went by,/ and then/ Evelyn Forget,/ a Canadian professor,/ found the records.//
３年かけて 教授はデータを あらゆる種類の統計分析にかけましたが どんなやり方をしても 毎回 出てくる結論は同じでした 実験は大成功だった というものです For three years,/ she subjected the data/ to all manner of statistical analysis,/ and no matter/ what she tried,/ the results were the same every time:/ the experiment had been a resounding success.//
教授の調べにより ドーファンの住民は 富のみならず賢さと 健康も得たことが判明しました Evelyn Forget discovered/ that the people/ in Dauphin had not only become richer/ but also smarter and healthier.//
子どもたちの学校での成績は 大幅に向上しました The school performance of kids improved substantially.//
入院する人の数は8.5%も減りました The hospitalization rate decreased by as much as 8.5 percent.//
家庭内暴力は減り 精神的な問題を訴える人も減りました Domestic violence incidents were down,/ as were mental health complaints.//
住民は仕事を辞めたりもしませんでした And people didn't quit their jobs.//
仕事をする量が やや減ったのは 出産したばかりの女性と学生だけでした 教育を受ける年数が延びたためです The only ones/ who worked a little less were new mothers and students --/ who stayed in school/ longer.//
他にも 世界中あちこちで実験が 数限りなく行われ 同じような結果が出ています 場所はアメリカからインドまで様々です Similar results have since been found in countless other experiments/ around the globe,/ from the US/ to India.//
というわけで私は So ...//
次のような考えに至りました here's/ what I've learned.//
貧困に関して言えば お金のある私たちは 知ったかぶりを止めるべきです When it comes to poverty,/ we,/ the rich,/ should stop pretending/ we know best.//
会ったこともない人々に 靴や ぬいぐるみを送るのは やめるべきです We should stop sending/ shoes and teddy bears/ to the poor,/ to people/ we have never met.//
保護者的統制主義の役人が動かす 巨大な業界を撤廃して 支援の対象である貧困者たちに その分の給料を渡せばいいのです And we should get rid of the vast industry of paternalistic bureaucrats/ when we could simply hand over their salaries/ to the poor/ they're supposed to help.//

だって お金の素晴らしいところは 頼まれもしない専門家たちが 考えたものではなく 自分で必要だと思ったものを 買えるという点なのですから Because,/ I mean,/ the great thing/ about money is/ that people can use it/ to buy things/ they need instead of things/ that self-appointed experts think they need.//
想像してもみてください どれだけの優秀な科学者や起業家や文筆家が ― オーウェルがいい例です ― 今この瞬間にも 貧しさの中で 弱り果てていることか Just imagine how many brilliant scientists and entrepreneurs and writers,/ like George Orwell,/ are now withering away/ in scarcity.//
ついに貧困を根絶できたとしたら どれだけの力と才能を 世に解き放つことができるか Imagine/ how much energy and talent/ we would unleash/ if we got rid of poverty once and for all.//
基礎所得保障にはベンチャーキャピタル のような効果を人々にもたらすはずです I believe/ that a basic income would work like venture capital/ for the people.//
実施しなければ大損です 貧困とは非常に 金のかかるものだからです And we can't afford not to do it,/ because poverty is hugely expensive.//
例えば アメリカで子どもの貧困対策に かかっている費用を考えてみれば Just look at the cost of child poverty/ in the US,/ for example.//
年間５千億ドルにも上ると 言われています 医療費に 学校教育からの脱落率に 犯罪率の増加を考慮すると そういう計算になります It's estimated at 500 billion dollars/ each year,/ in terms of higher health care spending,/ higher dropout rates,/ and more crime.//
これは 人間の潜在能力の とてつもない浪費です Now,/ this is an incredible waste of human potential.//
しかし 誰もが目をそらす 肝心の難題に入りましょう But let's talk/ about the elephant/ in the room.//
基礎所得を保障する金なんて 一体どうやって捻出できるというのか How could we ever afford a basic income guarantee?//
実は皆さんが考えるよりも ずっと安上がりなのです Well,/ it's actually/ a lot cheaper/ than you may think.//
ドーファンではどうしたかというと 「負の所得税」を導入しました What they did in Dauphin is finance it/ with a negative income tax.//
貧困線以下に陥った人には 追加所得が支給されるという仕組みです This means/ that your income is topped up/ as soon/ as you fall below the poverty line.//
このシナリオでは 現代の経済学者が考える 最善の予想では 1750億ドルの実費 ― アメリカの軍事費の4分の1 GDP1%に当たる金額で アメリカの貧困者全員が 貧困線から抜け出せます And/ in that scenario,/ according/ to our economists/' best estimates,/ for a net cost of 175 billion --/ a quarter of US military spending,/one percent of GDP --/ you could lift all impoverished Americans/ above the poverty line.//
貧困の撲滅が実現するのです You could actually eradicate poverty.//
これを目標にすべきでしょう Now,/ that should be our goal.//

ちょっとした寄付や後押しをしよう という時代は終わりです The time/ for small thoughts/ and little nudges is past.//
急進的で斬新なアイデアを 打ち出す時が来ています 基礎所得保障は単なる政策よりも ずっと意味があります I really believe/ that the time has come for radical new ideas,/ and basic income is so much/ more/ than just another policy.//
仕事とは何かという概念を 根本から覆すものでもあります It is also a complete rethink of what work actually is.//
そういった意味では 貧困者を解放するだけでなく 私たち皆 自由になれるのです And in that sense,/ it will not only free the poor,/ but also/ the rest of us.//
このところ 仕事に意味や意義を 見いだせないという人が 何百万人もいます Nowadays,/ millions of people feel/ that their jobs have little meaning/ or significance.//
142ヶ国 23万人の会社員を対象とした 最近の調査によると 実際に仕事が好きだという人は たったの13％でした A recent poll/ among 230,000 employees/ in 142 countries found/ that only 13 percent of workers actually like their job.//
もう１つの調査では イギリスの会社員の37％が 自分の仕事の存在意義さえ 疑っているという結果が出ました And another poll found/ that as much as 37 percent of British workers have a job/ that they think doesn't even need to exist.//
『ファイトクラブ』のブラッド・ピットの言葉 「要りもしないガラクタを買うために 嫌いな仕事をしてるヤツが多すぎる」 It's like Brad Pitt says in "Fight Club,/"/ "Too often/ we're working/ jobs/ we hate/ so we can buy shit/ we don't need."//

誤解のないように言っておくと 教師とか ゴミ収集業者とか 介護職の話を しているわけではありません Now,/ don't get me wrong --/ I'm not talking/ about the teachers/ and the garbagemen/ and the care workers here.//
そういう人たちが いなくなったら大変です If they stopped working,/ we'd be in trouble.//
私の言う不要な仕事とは 立派な経歴を持つ 高給取りのビジネスマンが 「ピア・ツー・ピア」の「業務戦略会議」で I'm talking/ about all those well-paid professionals/ with excellent resumes/ who earn their money/ doing ...//
「インターネット社会における 付加価値の創造」だの 「革新的な価値共創」だのを 「ブレインストーミング」する ― strategic transactor peer-to-peer meetings/ while brainstorming the value add-on of disruptive co-creation/ in the network society.//
